Brownouts and power interruptions in Mindanao may have waned a bit with the recent rehabilitation of Pulangi IV hydroelectric power plant.  But this certainly does not mean the pesky power failures have been resolved.  If anything, either they are kept beyond the notice of urban users or, worse, the reliefs are coming with prohibitive costs....
