In cable number 003317, there was the following:

9. (C) XXXXXXXXXXXX believed PAD continued to aim for a violent clash that would spark a coup. He asserted that he had dined on October 6 with a leading PAD figure (NFI), who explained that PAD would provoke violence during its October 7 protest at the parliament. The unnamed PAD figure predicted (wrongly) that the Army would intervene against the government by the evening of October 7. XXXXXXXXXXXX asserted to us that PAD remained intent on a conflict that would generate at least two dozen deaths and make military intervention appear necessary and justified

“ผมไม่สามารถวิพากษ์วิจารณ์ได้ แต่เรื่องทั้งหมดที่เสนอในเว็บไซต์เป็นเรื่องเท็จ ใช้ข้อมูลที่คิดขึ้นมาแล้วมาพูดเองเออเอง ทั้งนี้ข้อมูลที่ผ่านมาในเว็บไซต์ดังกล่าวก็ถือว่ามั่วอยู่แล้ว เป็นอย่างนี้มาโดยตลอด ไม่น่าเชื่อถือ” นายปานเทพกล่าวถึงข้อมูลของวิกิลีกส์

“I can’t offer [specific] criticism, but everything on that website is false. They take made-up information and pass it off as genuine. It’s obvious that it’s all bunk, it’s always been this way. It’s not credible,” said Panthep about the Wikileaks information.

BP: Very similar to the foreign ministry position….

Also, quoted in the Thai Post article was Suriyasai, Secretary for the (PAD-founded) New Politics Party. He also stated that no PAD leaders had met with John (again the cable does not state this). His basic thesis is that Wikileaks is only interested in self-promotion:

“ส่วนจะมองว่าเป็นการดิสเครดิตกลุ่มพันธมิตรฯ หรือไม่นั้น ผมคิดว่าไม่มีใครวางแผนอะไรแบบนั้นหรอก ส่วนเจตนาของวิกิลีกส์ ก็แล้วแต่คนจะคิด มันตลก และเป็นไปไม่ได้ คิดว่ามีเจตนาจะโปรโมตเว็บไซต์ตัวเอง โดยการหยิบเอาเรื่องที่เป็นที่สนใจของสังคมมานำเสนอ เป็นเว็บไซต์ที่ไม่น่าเชื่อถือ” นายสุริยะใสระบุ

“As for whether it’s simply an attempt to discredit the PAD, I don’t think that’s their explicit plan. And as for the intentions of Wikileaks, I think it depends on how each person thinks. [The things they've published] are funny–and impossible. I think their intentions is to promote their website by [making up stories about] topics society is interested in. They’re not a credible website.” stated Suriyasai.

BP: So Wikileaks made up the cable? Sondhi L the Mueang Thai Rai Sapda (“Thailand Weekly”) TV show on ASTV, Friday 24 Dec 2010 has a different view:

“Thailand had the 19 September coup. So these people are trying to figure out who caused it, who ordered it, who did this and that… but they’re documents about how “I went and talked to ‘Joe’” let’s say ‘Joe’ is close with a certain general, who has power. I talk to ‘Joe’ and type my report. While I’m writing it, I don’t have to reveal that I only spoke to ‘Joe’, I could just write that I spoke to ‘Joe”s boss. Who would know the difference? Because the documents are sent encrypted directly through their diplomatic system. It goes to the State Department, which is like their Ministry of Foreign Affairs. Only they know about it. So it’s just a document, and once it’s leaked by Wikileaks–who hacked their data--it turns into ‘the Ambassador spoke to Gen. Prem, the Amb. spoke to ACM Siddhi. Let me tell you–the ‘poo yai’ in our country aren’t that reckless. Gen. Prem isn’t so reckless as to say such things. Normally, even the people close to him don’t discuss such things.

“It’s like this. There is a certain type of person in every society. Thailand has them, too. Meddling types. They stick their noses into everything. Especially those who used to be in government, those who used to have some fame. They get visited by the Ambassador and they feel like, “I’m awesome, I’m important!” And once the ambassador or the CIA has spoken to them, they know, Hey, this person is close to these senior statesmen. He’s close to Gen. Prem, or ACM Siddhi. He said all these things. And so they report that ACM Siddhi is the source of the things that person said. Then Thais who aren’t smart and aren’t deep [i.e. they're stupid and shallow], they don’t understand how these things work. They see this info and they jump to snap it up, like a street dog on a Krispy Kreme.

BP: Ok, that krispy kreme reference is classic. Actually, if you read the cables, John says specifically it was ACM Siddhi and Gen. Prem. In essence, Sondhi is accusing John of lying who he met (although he does then later say the documents could have been hacked). If you look at the cables, they do reveal who was spoken too as well.

On the accuracy of Wikileaks’ cables:

“พอมันเป็นเคเบิลมาจากสเตทดีพาร์ทเมนต์ แล้ววิกิลิกส์มันแฉออกมา ทุกคนทีได้บอกว่าของจริง โดยไม่คิดว่าที่มาข้อมูลเป็นอย่างไร วิธีการหาข้อมูลเขาเป็นอย่างไร พอรู้เรื่องกระบวนการทั้งหมดแล้วถึงจะเข้าใจ ว่าข้อมูลทั้งหมดที่ส่งไปผมว่าจริงอย่างมากไม่เกิน 20 % 30%”

“These cables from the State Department, that Wikileaks revealed, everyone who says they’re real, without thinking about the source of the info, their methods for gathering info, once you know how the process works you understand that all of the information they send is no more than 20% or 30% true.”

BP: However, if you actually read the cables they are quite specific on the source of the information.

Some other gems from Sondhi:

ของเหมือนนายแดน ริเวอร์ ไง ซึ่งมีภรรยาเป็นเสื้อแดง (Just like Dan Rivers whose wife is a red shirt).

BP: You mean the “red shirt” wife who peppered Thaksin’s lawyer with tough questions when she interviewed him on Al Jazeera?

Then there is this one:

เอริก จอห์น ในช่วงที่เป็นทูต ถ้าสังเกตเคเบิลที่ส่งกลับไปทางนู้นเป็นเคเบิลซึ่งทำลายความน่าเชื่อถือของประเทศไทยหมดเลย แล้วเชิดชูทักษิณ ส่งเสริมพวกเสื้อแดง บอกตลอดเลยว่า เสื้อแดงถูกต้อง เสื้อแดงเรียกร้องเพื่อประชาธิปไตย เข้าใจหรือยัง ฉะนั้นแล้วมันเป็นยุคทูตใครทูตมัน (When Eric John was Ambassador, you will notice that the cables he sent back there [to Washington] were all ones that destroyed the credibility of Thailand and worship Thaksin, support the red shirts, and say all the time that the red shirts are demanding democracy, you understand? Therefore, each Ambassador to himself [basically meaning that one Ambassador may be good, another may not]

BP:  Where are the cables that praise Thaksin and the red shirts? Given we have only seen a small percentage of the cables so far, it is surprising that Sondhi L is jumping the gun here. Now, when the cables start criticizing Thaksin, red shirts etc, will it mean that John was having a good day and the cables are reliable? (cue criticism of cables by Jatuporn et al).
