Hagwon caught in scheme to avoid military service
By Nathan Schwartzman Mar 20, 2010 12:30AM UTCI know that a lot of people won’t have much sympathy for these men, but I do. Compulsory military service strikes me as an anachronism of a time when North Korea was actually a military threat, and these days I doubt it does much to appreciably affect South Korea’s national security. Besides that, it sucks and is a major infringement on a person’s liberty and robs them of two years of earning power. On the other hand, the only constituency for abolishing mandatory service is 16 to 22 year old boys who have no power. Women all seem to love it, because of they course they don’t have to serve, and even men who agree with me often seem to want their kids to suffer because… well, because they had to, I guess.
In November of 2006 23-year old Busan resident Mr. Park obtained a false teacher’s license showing he had lectured at a computer hagwon in Daegu when in fact he had never even been there, and used it to postpone his military duty. Mr. Park then postponed his enlistment over 620 days by claiming he had taken nine other exams including the public servants’ exam, and was caught by police.
23-year old Daegu resident Mr. Park was in the first level of the military draft but used the hagwon to defer enlistment six times since 2006 on the pretext of sitting for licensing exams, and received another deferment for family reasons in October of last year before receiving an exemption last month.
Police caught them for taking advantage of commercial license exams to postpone military enlistment or obtain false credentials.
On the 17th the cybercrimes division of the Gyeongsangbuk Provincial Police Agency (경북지방경찰청) arrested 55-year old Mr. Choi, owner of a computer hagwon in Daegu, on charges of helping others postpone their military service for money by taking advantage of the deferment system, and arrested without detention 48-year old hagwon employee Mr. Ahn. Police also arrested 55 people, including Mr. Park, on charges of paying Mr. Choi for false licensing certifications or civil service exam results to avoid military service.
The hagwon owner Mr. Choi is accused of taking in a total of W25 million by charging Mr. Park and others W250,000 to W450,000 for each instance of helping them avoid military service since 2006. Mr. Choi had been advertising since August of 2008 on blogs and discussion forums on internet portal sites about his services for postponing military service.
